规制机构改革是自然垄断产业规制改革的重要内容之一。本文以电力产业为例，应用规制机构设置的相关理论以及制度分析方法，对中俄两国价格规制机构在独立性、管辖模式以及权力配置方面的特征加以介绍，并对形成两国规制机构特征的制度因素进行分析。两国宏观政治经济制度以及电力产业自身特点，包括改革前的规制机构的初始权力配置、改革中实施的措施以及在改革后形成的在位企业的产权状况等，都是对规制机构的设置产生影响的重要因素。

Institutional system reform is one of the important contents of the regulatory reform of industries of natural monopoly. In this paper the energy industry is taken as an example, using the appropriate theory of the organization of the institutional system, as well as system analysis, it describes the features of the independence of the price control systems in China and Russia, as well as models of administration and distribution of power, an analysis of the determinants of the features of formation of institutional system of the two countries is also provided. The political and economic macro-system of the two states, as well as features of the energy sector itself, include an initial distribution of power of the institutional system before the beginning of the reform, implementation measures during the reform process, and the system of ownership in enterprises formed after the end of the reform, etc., these are all important factors affecting the institutional system. Реформа институциональной системы— одно из важных содержаний реформы регулирования отраслей естественной монополии. В данной работе в качестве примера рассматривается энергетическая отрасль, используя соответствующую теорию институциональной системы, а также способ системного анализа, даётся описание особенностей независимости ценовой системы управления в Китае и России, а также моделей администрирования и распределения власти, проводится анализ определяющих факторов особенностей формирования институциональной системы двух стран. Политическая и экономическая макросистемы двух государств, а также особенности самой сферы энергетики, включают в себя начальное распределение власти институциональной системы до начала реформы, меры по реализации в процессе реформ, а также образованную после реформы систему собственности на предприятиях и др., это всё важные факторы, оказывающие влияние на организацию институциональной системы.
