Kosovo’s political development is running at two levels, first is in the ownership of political powers through the transition from the United Nations to the European Union and authorities in Kosovo; second is on the political system construction, building and implementing the parliamentary system and the system model of powers separation and focusing on the protection of the community rights. During the two-tier development, Kosovo's unique international status and internal environment not only provides driving forces but also constitutes obstacles.
