The reform of public housing affairs is one of the important components of housing reforms in contemporary Russia. Even though the reform has been proceeding for nearly 20 years, it still has been trapped into difficulty with the continuous depreciation of fixed assets in this sector. With the annually increasing payment by citizens on the one hand and declining public housing service quality on the other, the living standard of citizens has been seriously destroyed. Based upon a series of documents regarding public housing reforms issued by Russian authorities, this paper explores the reform process, analyzes the reform achievement and examines the difficulty, causes and corresponding solutions as well. Finally, the author forecasts the future of reform in order to provide some references for our reform in public housing. 【Аннотация】Реформа ЖКХ является одной из составных частей жилищного реформирования в современной России. За прошедшие 20 лет реформы выдающих достижений ещё не продемонстрировали. Из-за непрерывного износа основных капиталов ситуация в данной острасли ухудшилась. Низкое качество обслуживания в ЖКХ серьёзно нарушило интересы населения и повлияло на качество их жизни. В данной статье на основе опубликованных официальных правовых документов по ЖКХ анализируется процесс реформы ЖКХ, её достижения, трудности и причины, вызывающие проблемы, и пути их разрешения, а также перспектвы развития ЖКХ, что могло бы подать некоторые идеи для проведения жилищной реформы в Китае.
