Lacking a concrete policy towards Central Asia, the “EU and Central Asia Strategy for a New Partnership” was adopted by the European Council in June 2007. This has laid a solid basis for further cooperation between EU and Central Asia. Central Asian countries’ current situation has been taken into full consideration in EU’s new strategy, which thus gains supports by all stakeholders. Based on this, EU has began the investment in Central Asia and also started to dialogue with Central Asia in various fields including human rights ,environment and water resources etc. Meanwhile, EU also tries to avoid conflicts and competition in this area.
