Reconfiguration, Not Just a Reset: Russia’s Interests in Relations with the United States of America

Abstract

This paper analyzes the basic reasons of the rapid deterioration and the crisis of U.S.-Russian relations as follows: the United States ignored Russia's important geo-strategic interests; Russia wishes the West to recognize Russia and its established security system; Russia and the United States holds quite different views on their respective roles in the world system. This article emphasizes that President Obama’s “restart” strategy involves almost no important strategic interests which are of great significance to Russia. The main interests of Russia and the United States are not in the bilateral relations, but in the relations with the third countries. This paper argues that Russia and the United States can’t implement their own interests without constructive cooperation. Therefore, Russia recommends that the U.S. should not “reset”, but re-adjust the US-Russia relations and do a “big deal” with Russia on the basis of their fundamental interests and priorities.
